A skill is a block of instruction any agent can use — a knowledge file that changes how the agent works, without touching code. Install it, and the agent knows. It's the cheapest way to turn a generic agent into a specialist.
On Overclock, skills have two superpowers that don't exist on their own in the CLI: auto-deploy — the role's skill installs itself on every agent on the team the moment it spawns — and the per-mission gate — every agent can run with a closed list of allowed skills, enforced by mechanism.
